Since 2018, 17 states have passed "critical infrastructure" laws seeking to criminalize constitutionally protected rights to free speech and assembly. These laws specifically target frontline activists protesting pipelines and other fossil fuel infrastructure. This report explores how these critical infrastructure laws criminalize protest - and the coordinated effort by which they have proliferated across US states.
